Mission
The mission of the Child Care Planning Committee (Planning Committee) is to engage parents, child care providers, allied organizations, community, and public agencies in collaborative planning efforts to improve the overall child care infrastructure of the County of Los Angeles, including the quality and continuity, affordability, and accessibility of child care and development services for all families.

Membership Recruitment and Selection
The Planning Committee serves as the local child care planning council for Los Angeles County as mandated by state legislation (AB 2141; Chapter 1187, Statutes of 1991). In 1997, AB 1542 (Chapter 270, Statutes of 1997) stipulated the composition in the planning councils. As a result, there are 50 members, 10 from each of the following categories: parent consumers, child care providers, community representatives, public agency representatives, and discretionary members. Membership terms are three years, renewable each year. Each member may serve up to two, three-year terms.
The recruitment and selection of members begins in March of each year. Applications become available at this Web site or by contacting Laura Escobedo by e-mail at lescobedo@ceo.lacounty.gov or by telephone at (213) 974-4102.

The Planning Committee generally meets on the first Wednesday of each month from 12:00 p.m. to 2:00 p.m. at various sites throughout the County. The public is welcome to attend the Committee meetings and participate in its work groups. Work Groups
The Child Care Planning Committee has established ten Work Groups to guide the achievement of its mission and projects. In addition, the Planning Committee participates in a joint committee with the Policy Roundtable for Child Care (Roundtable) to address federal, state and local policy issues.
Capacity: Coordinating Council for Constructing Connections LA Collaborative
Continues the work of the Constructing Connections LA Collaborative. Purpose is to assist individuals and groups who are developing child care and development centers in Los Angeles County. Considers funding, barriers to development, and improving available technical assistance to facilitate the development of more child care facilities in the County. Researches opportunities to develop facilities through institutions such as schools, hospitals, parks, and churches. Revisits employer-sponsored care as an avenue for facility development.

Funding/Priorities
Conducts the countywide Needs Assessment for child care and development (2010/11). Reviews annually the geographic priorities for funding. Reviews requests to change service areas. Develops recommendations to reduce unearned/underutilized funds in Los Angeles County. Increases technical assistance to effectively manage California Department of Education (CDE) programs (to fully earn contracts). Serves as an advisory group to the Policy Project of the Alliance for a Better Community, which has been funded to promote the results of the economic Impact report to create greater investment in early care and education.

Inclusion
Promotes the inclusion of children with disabilities and other special needs into typical child development settings. Encourages connections between child care and development services and other service providers related to special needs. Promotes the understanding and use of early childhood developmental screening tools in child development settings.

Joint Committee on Legislation
Formed by the Planning Committee and the Policy Roundtable for Child Care to focus on federal, state and local policy initiatives as they impact the County of Los Angeles and child care and development services available for Los Angeles County families. Responsible for monitoring state and federal legislation and budgets and guiding the development of recommended positions on selected bills and the Governor’s budget and May revise for proposal to the Board of Supervisors by the Planning Committee and Roundtable. Facilitates updating of the County’s legislation agendas annually.

Membership and Policy
Manages the recruitment and selection of members each year. Reviews, updates, and clarifies Planning Committee policies and procedures. Advises on the Planning Committee strategy related to leadership development. Plans the annual retreat and/or new member orientation.

Process Development
Develops and implements the Local Planning Council (LPC) annual self-review. Develops the Temporary Voluntary Transfer of Funds (TVTF) process for Los Angeles County.

Strategic Planning
Monitors reports on the implementation of the Strategic Plan and the achievement of goals and objectives. Communicates with the co-chairs of the other Work Groups for status updates. This Work Group will produce a final report on the first 10-Year Strategic Plan (by 2013) and will begin to plan for the second 10-Year Strategic Plan.

Workforce
Serves as an advisory committee for implementation of the “Investing in Early Educators Program. Shares information on workforce initiatives. Reviews and revises the model compensation scales when needed. Promotes the attainment of higher education goals among the early childhood education workforce. Identifies funds that could support early childhood education workforce development. Explores how regulatory change can better support increased education and compensation. Facilitates implementation of any other objectives in the Strategic Plan.

Temporary, Voluntary Transfer of Funds (TVTF)
The Child Care Planning Committee has developed and approved a process for handling requests for the Temporary Voluntary Transfer of Funds (TVTF) between child care and development programs holding contracts with the California Department of Education (CDE) in Los Angeles County.
